I was a Government Liaison Trainee for the Red Cross last week at the State Emergency Operations Center, located on the Papago Military Reservation, for a drill at the Palo Verde Nuclear Generating Station. Operators declared a general emergency (the most serious of four possible emergency classifications) when security was compromised. PVNGS is located approximately 50 miles west of downtown Phoenix. It was a FEMA-evaluated Hostile Action-based, full-scale exercise.
