I saw significant damage in Wisconsin after heavy rains

I'm back in AZ now, after FEMA deployed me to Wisconsin because 8 to 12 inches of rain fell in a matter of hours there on July 12. 


A large swath of this road just fell apart after the heavy rains.
Flooding was blamed on at least two deaths. Iron County Commissioner Mitchell Koski died in flash flooding near Saxon Harbor and an 84-year-old Illinois man drowned after driving into a water-filled ditch outside the town of Cable. (This is the town I stayed in.) His wife was rescued.
In Bayfield County, a deputy sheriff nearly drowned when his car was swept into swollen waters. He survived by clinging to a tree for two hours before rescuers pulled him to safety, authorities said.
The city of Ashland was cut off to road traffic after roads and highways were washed out, the Iron County Sheriff's Office said.
The highways all had many detours because of heavy damage.
The storms damaged or destroyed 85 boats at Saxon Harbor, and 33 people were stranded on Michigan Island in Lake Superior off the harbor. 

Governor Scott Walker declared a state of emergency for eight counties: Ashland, Bayfield, Burnett, Douglas, Iron, Price, Sawyer and Washburn counties, which are in the northern and northwestern parts of the state. 

I was PIO with a preliminary damage assessment team in the field. I rode with a Wisconsin DOT employee or a Wisconsin EM employee as a team of FEMA public assistance specialists inspected damage in Bayfield County. 
There was no way to get through on this road along Lakeside Lake.
